Sir Registration on bullcart will also effect on economical status of poor villagers becase RTO will not have any standard guidance for measurement of animal behaviour and will charge from villager as per their choice if not they will deny for registration .NO other option left instead of giving money, AS we know about the Justice system in india how much it is delayed. It would also increase dependence on motor vehicle it would increase Oil import budget.sir please don't ruin poor villagers
