A Committee of Experts under the Chairmanship of Shri. Kris Gopalakrishnan has been constituted vide OM No. 24(4)2019- CLES on 13.09.2019 to deliberate on Non-Personal Data Governance Framework. The committee drafted its report which was published for Public feedback/suggestions were been sought by 13th September 2020. Based on the public feedback/suggestions, the Expert Committee has revised its earlier report and a revised draft report has been prepared for the second round of public feedback/suggestions. The feedback will help the committee finalize the report.

The data which is non personal but if due to any criteria is important to national security should be identified.Govt. should call defence experts to quickly segregate such non personal data.Smilarly those non personal data which is related to our weakness should be kept in a separate category which could be used by government only.Rest data should be share to trusted stack holder in different field of life.

All awareness campaign and it's results must comes as a news with tentative expenses spend. Campaign must monitor by separate department they must go for surprise visit and interact with vendors... Because due to time lacking,way of presentation, display design,daily report with photos & remarks format must check & sign by assigned department manager. According to circular the awareness must reaches the public as given with statutory permission..for ex:-currently PCRA,swaach awareness is going

Today, in almost all the Govt services , various ID proofs like Aadhar card , PAN card, Voter ID, Driving License, address proofs , passports etc are required time to time . It contains personal data and it's in simple form. There are chances that it may be misused, specially when you provide your data in physical form , to get a mobile SIM. It will be better way that entire data of any citizen should be in a coded / encrypted form , so it can be used by only by Authorised agencies only.

NPD needs defined classifications before deciding on sharing rules & penalties. e.g. Visibility group: 1. Country - secure: Sensitive data that isn't for general public or private sector consumption. 2. Country - public: e.g. Farming efficiency & infrastructure, coop bank ratings 3. Global - public: e.g. Climate trends, covid heatmaps Temporal group: 1. Long-term/static 2. Periodic 2a. Annual 2ai. Calendar 2aii. Fiscal 2b. Seasonal 3. Ephemeral e.g. traffic density
