A Committee of Experts under the Chairmanship of Shri. Kris Gopalakrishnan has been constituted vide OM No. 24(4)2019- CLES on 13.09.2019 to deliberate on Non-Personal Data Governance Framework. The committee drafted its report which was published for Public feedback/suggestions were been sought by 13th September 2020. Based on the public feedback/suggestions, the Expert Committee has revised its earlier report and a revised draft report has been prepared for the second round of public feedback/suggestions. The feedback will help the committee finalize the report.

Hon PM & Hon Min for I&B : The personal data protection -should cover the following in interest of sovereignity: medical records , family tree , education records and ID details -should be precluded from restrictions : the following in interest of thwarting acts against ntl interest: Geolocation and CDR ,socail media accounts , ADVT ID details from smartphones . vehicle , property , trust , business interest details ,intl travel , retina scan , facial recog data

आदरणीय, MyGov वेबसाइट में देश के हर राज्य और केन्द्र शासित प्रदेश के सरकारी कार्य हो, जैसे बिहार राज्य के कोई अधिकारी महोदय कोई पत्र, आदेश या सूचना आदि निर्गत करते है तो उसका रिकार्ड इसमे दर्ज हो, कार्यालयों के दैनिक कार्य का संपादन भी अपने MyGov से हो। इससे एक संस्थान से दूसरे संस्थान मे बहुत अच्छा जुड़ाव बनेगा क्योंकि देश की सभी संस्थान के कार्यालय MyGov से जुड़े होगे। MyGov से सब जुड जायेगे तो बहुत सारी देश की परेशानी का समाधान बहुत कम समय पर हो जायेगा और MyGov और सशक्त और मज़बूत बनेगा

गैर व्यक्तिगत डाटा के लिए एक गोपनीय दस्तावेज बनाकर रिकॉर्ड में दर्ज किया जाए। इसका उपयोग आवश्यक होने पर नियम बनाकर किया जाए।

My input and suggestions on Draft non-personal data government framework is quite simple but might be helpful and useful. Draft non-personal data in government framework is also very important and it should be kept as records. since as we all know personal data is very important and kept secret, same non-personal data should be kept as records and efford should be made to keep it for longer time. since we are not so advanced like developed countries who use policy of use and throw but we require

मेरे हिसाब से किसी भी व्यक्ति का डाटा एक यूनिक आईडी में होना चाहिए,जैसा कि हम फिल्मों में देखा करते है।या फिर मोबाइल का नंबर में ही उस व्यक्ति की उसके बारे में सभी जानकारियां उपलब्ध होनी चाहिए...साथ ही जनकल्याण के लिए सरकारी सुविधाओं और नियमों से संबधित जानकारी के लिए हर क्षेत्र का अपना अलग ऑनलाइन वेबसाइट भी होना चाहिए…

The NPD framework defines non-personal data by exclusion, i.e. as all data that is not personal data – where the PDP Bill defines personal data as, 'data about or relating to a natural person who is directly or indirectly identifiable, having regard to any characteristic, trait, attribute or any other feature.

गैर-व्यक्तिगत डेटा, डेटा का ऐसा सेट होता है जिसमें ऐसी कोई व्यक्तिगत जानकारी नहीं होती जिससे किसी व्यक्ति की पहचान की जा सके। अर्थात् ऐसे डेटा का देखकर किसी भी व्यक्ति की पहचान नहीं की जा सकती। उदाहरणस्वरूप अगर किसी ऑनलाइन सेवा प्रदाता द्वारा एकत्र किये गए ऑडर विवरण में से किसी व्यक्ति का नाम, आयु, लिंग या संपर्क संबंधी अन्य जानकारी निकाल ली जाए तो यह गैर-व्यक्तिगत डेटा बन जाता है।
