The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

It is very difficult for a general category's urban poor to get a home because of low income.Here are many schemes for sc/bc castes but till date no government supported a general category's urban poor. So special schemes should be launched for general category's urban poors and APL ration card holders. Previously in many schemes one compulsion was BPL card too. This allotment should be income wise other than caste, religion etc.Income should be according to EMI's.

To promote the affordable urban housing government, government should fix up the rates for urban areas & basis on that government should handover the land to private developers. In the current scenario, where normal human being is spending 500/- on telephone bill there is huge regulation over there..like the font size of the bill (to maintain the transparency), but there is no regulation on urban housing, Needs to prepare strict housing regulation where normal Indian citizen is spending 40% to 5

Ecological survey is a must and EIA Report should be obtained prior to undertaking heavy constructions like hotels on sensitive soil like river bed. Long term impact of any policy should be assessed.

New alternate lanes or connections should be provided to the electricity poles so in cases of fog and in the wee hours of the day we can switch on both the connections but in the lighter part of the night or in the evening we can do with only one of the alternate switched on. Thus, helping in saving electricity. By not disturbing the old infra we can implement or experiment with the new developments.

Let the land acquisition be in phases of inclusiveness - situational and contextual. Each project usually has more than one option for location. Let the landowners or farmers "bid" for the project. Also come up with their own innovative sustainable business model. Lets give a chance to innovation and creative thinking.

I feel, by transforming housing schemes into - co-operative share holding ventures or corporations, farmers - whose land is to be acquired for these and other industrial projects, can be made inclusive partners in the development process. Make land owners "farmers" partners in the development progress.

sir, the first concern is please promote community housing,it will solve various law and order problems, i have read people like warren buffet and queens of some european nations roam with people in market but in our country rich try to make independent 27 floor building for their own pleasure, there are no parks for children as commensurate with building and number of people, our roads promote space for more vehicles and less for walking and cycling personnels,need buildings with GRIHA ratings

Sir, though the concept of pre fabricated structures is not in great use here, it will be useful at least with regard to interiors / inner non-load bearing walls of buildings. Newer building material, both cost effective & environmentally friendly, should be used. Some examples are already there in our ancient practises regarding ventilation, sunlight & use of roof tiles & plastering of walls for keeping cool in summer. Fly ash bricks should also be used more advantageously.

Sir, why cannot the state be the custodian of land & lease it out to individuals. This will prevent a great number of shady deals. The interest in land by brokers & agents will wane and genuine buyers will participate. The artificially increasing prices in some cities / regions will also come under check. Cities should grade their zones / areas and give correct guideline values, not the free for all that we see at present, with most builders having their own criteria.

Sir, there are several people with small land holdings, who do not put it to use for long, waiting for price appreciation & in the interim do not pay any sort of tax. Such residential plots should attract corporation tax with a time bar for development. Such land holding also brings the involvement of middle men & agents with many grey deals & possible generation of "black money". Conversion of land, as has "famously" been encountered in Haryana, should be strictly regulated with due processes.
