The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

Sir, there are many families owning more than one house / flat / land holding. The tax rebate for home purchase should be given only for the first / self occupied home. Purchases for purposes of investment, especially by those working / with children working abroad should be filtered. Home buying should be tagged with Aadhar & repeat buyers should be excluded. Most repeat buyers may not use their property personally, such property should be taxed more, so that artificial price rise is prevented.

NATIONAL URBAN HOUSING AND HAHABITAT POLICY, 2015 : For promoting “Housing for all” by 2022 and to create funds for the said object my suggestions are thus : - 1. The Govt. of India should float a Disclosure Scheme so as to achieve the aforesaid Target and unearth Black Money simaltaneously, in Public for all persons including all categories : businessmen, Doctors, Engineers, MLAs and MPs Companies and Individuals, HUF and all Govt. Officers and employees etc.

Don't uderestimate current Anna Andolan, Modi ji to give invitation to Anna for discussion so as to send positive signals to the country. what's wrong in that ? otherwise the Andolan may become a problem for Modi Govt, taking early initiative to personal talk with Anna is suggested

Bhumi Adhigrahan Bill (Land acquiring bill) suggestion No-1: Like govt. procurement, identify three land sites. Owners of each set quote rates. Site with Lowest avg. rate, but paid individual rates and others at average. Minimum two sets 60% submit rates. The Govt may construct the houses in urban areas in multi storey apartments on the place of Jhuggi Jhopadi's ( on Govt Land) , which will work like a transition home for the home less families. The ownership of these houses will be of Govt. & may charge a nominal rent for maintenance charges.When any family construct their home in a specific time & shift to it , the then the same

It is housing if I admit that the jaha jhopadi vaha maakan. the correct course may be to raise the standard tents with modern amenities for the livable place for labour and where the next task for them could be shifted accordingly and the lively hood shall march along the shifting mazdoor and the first priority shall remain two ent meeting and rest can be taken care as said that whole world can not be available to every one therefore some should enjoy the facility provided by govt.

for this policy to be successful there should be no red tapism in this development policy, emphasis to eliminate temporary sheds and construction of a good quality home for them to stay.. high class projects are just for one in twenty but others think abt it so middle class should be prioritizes in urban housing,, make it regularised for new home buying and cost effective, govt should be able to fund the needy ones.

the policy of JAHAN JHUGGI WAHAN MAKAAN which is supported by both BJP and AAP is going to convert the national capital into the biggest jhuggi of the world with all associated problems which parties will not be able to contain. during last one month, un-authorised structures have increased in open spaces in delhi. are other citizens who are purchasing flats and houses by taking bank loans fools ? they should have also gone for the land grabbing. all political parties should think over it.

Lot of DDA land is lying vacant in New Delhi for decades. The Central government should auction these lands to private players for Hospitals, Schools, Colleges, Old Age Homes etc. There is acute shortage of both Schools, Colleges & Hospitals. Government can also get in PPP module and develop these institutes. Both private and Govt .institutes can come up. It is better to have institutes developed in these land parcels rather keeping them idle for ages..
