Sir ji… the govt employees are the key potential of our nation. To develop our systems first we have to improve our system. I thing our complete employes can be brought to 90% efficient system by making incentives based salary system. Doctors, teachers, engineers police… every one should work on incentives and reduced basic salary. The incentives should be a direct derivative of their output. For eg dr salary based of No of OP, no surgery, star rating related to their service., teachers should get incentives on basis of quality of out put students. ( quality can be checked by a common exam) so that potential of our students will get improved at very higher quality. Court judges should get salary on basis of completed cases. And advocates also…. Railway officers have to get salary on basis of revenues etc. an unexpected high result will be happening in future
