Central Board of Excise and Customs (CBEC) is a part of the Department of Revenue under the Ministry of Finance, Government of India. It deals with the tasks of formulation of policy concerning levy and collection of Customs & Central Excise duties and Service Tax, prevention of smuggling and administration of matters relating to Customs, Central Excise, Service Tax and Narcotics to the extent under CBEC's purview.

The current Customs Business Services are being catered through a set of independent applications;CBEC now envisages an integrated platform for providing services through a single application. The new application is envisioned to be built as a high-end futuristic platform which is robust and scalable.

CBEC invites suggestions to improve upon the Customs Business Services namely Cargo Clearance, Courier clearance, Postal clearance, SEZ – Customs clearance, Passenger clearance and Baggage clearance.

We request you to provide your valuable suggestions for improvement in the following:

- Cargo Clearance
- Courier
- Postal
- SEZ- Customs Clearance
- Baggage Clearance
- Passenger Clearance

Note:

-The last date for submitting suggestions is 15th September 2016
-Please restrict your comments to 1000 characters. In case your comments exceed 1000 characters, please upload your suggestions as a pdf document.
-The nature of suggestions should be in form of improvements in the current Business Processes
-The suggestions submitted will be reviewed by competent authorities before considering incorporating the same into the new integrated platform scope if found required.

Let us increase the transparency to a level, where customs officer will not be keeping any file pending for more than a day, in-general. In cases, where it is pending for more than 2 days, file should be transferred to another team, automatically, because of which first officer, who keeps it pending for more than 2 days, looses the opportunity to serve. I lived in USA for more than a decade and willing to work as a volunteer to handle the process improvements, including the change management.

with refer to the improvement of customs procedure, i suggest to the govt to simplify duty calculation on MPP goods and it should be same across the country. Customs rate should be fixed of a product across the country. Moreover, SEA clearance need to transparent and fast to avoid additional cost of the party.

In respect to improvements in custom process, I want to suggest that, all the procedure of billing should be made online, there should be common system of billing, which can easily be cross verify by online process, It will be more transparent & fair, the chances of fraud can be minimised, further, it can be verified from initial stage of borading of goods to unloading and release of goods from port or godown, while physical movement should be made under CCTV camara etc., best wishes

Assessment of Bills of Entries and Shipping Bills should be without submitting the physical documents is not doing all ports. so please issue a circular or instruction for assessment of Bills and also clearance under RMS Bill of Entries.

1. Need to increase passenger baggage allowance for Indians returning home after up to 6 months to Rs. 60,000 from current allowance considering inflation and fall in INR value Thanks.

Dear Sir (i) The customs duty payment for regular importers like companies importing raw materials (bonded warehouses) may be allowed to be paid on monthly basis as done in excise and service tax. The assessment may be consignment basis, but the duty payment can be on monthly basis with adequate conditions. (ii) The customs overtime charges under MOT basis may be abolished as it would decrease the transaction cost and make our exports competitive. (iii)24x7 basis clearance on 365 days needed.

Respected Sir, First of All, Need to be required in current infrastructure innovation , my Main suggestion related to Import payment with ICE Gate Way website ,currently Website are not updating after payment of Challan quickly , and again pending challan show up to next day you can compare Banking Software , they quickly debit and credit. first will short out old issue , you can check each area , what will be error and then short out.
