Ministry of Electronics and IT has drafted a Data Centre policy to benefit the Data Centre park developers/Data Centre operators as well as the allied ecosystem of the Data Centre sector. The policy envisages making India a Global Data Centre hub, promote investment in the sector, propel digital economy growth, enable provisioning of trusted hosting infrastructure to fulfill the growing demand of the country and facilitate state of the art service delivery to citizens. This document lays out a policy framework including various structural / regulatory interventions, investment promotion in the sector, possible Incentivization mechanisms along with the institutional mechanism required for the governance. The policy framework also seeks to strengthen the recently announced “AatmaNirbhar Bharat” initiative by identifying possible opportunities of manufacturing of Data Centre equipment (IT as well as non-IT) in the country. It also identifies possible areas of participation by MSMEs and Start-ups.

The policy intends to ensure sustainable and trusted Data Centre capacity within the country. This policy framework shall be followed by a detailed scheme with implementation guideline document providing the particulars of various fiscal and non-fiscal incentives to be provided to the sector by the Central and State Government.

For the same, Ministry of Electronics and IT invites citizen suggestions on the Draft Data Center Policy 2020.

The people's account databases where "one account one person" is compulsory can be linked to Aadhar for indian users. Also rather than having options to sign up from Google, Facebook,etc. we should have an indian account. The government should use Aadhar to identify people in all its public services and govt may consider allowing email services based on aadhar

Government should be well informed about the databases it's security standards and use cases. the data and how it is being shared outside borders should be known to govt in advance. I request to strictly monitor the flow of sensitive data outside the country and organisations. we should have a PPP model to help startups standardize consult and establish strong interlinked secure DBs as per their need. foreign companies need to setup data centers here before serving indians.

Some of the key proposals that are part of the draft policy are listed below. Data Centre Incentivization Scheme to provide fiscal and non-fiscal incentives for the sector. States shall be encouraged to demarcate specific zones (land parcels) for setting up Data Centre parks with necessary infrastructure like road connectivity, availability of water, etc. Government of India also proposes to set-up at least four (4) Data Centre Economic Zones (DCEZ) in the country, as a Central Sector Scheme

Please bring as early as population control law to keep our nation prosperous. The modalities may be - donot allow third child to get the fruit of voting rights, goverment and private jobs and only option for third child is to join army only.

If we put cknditions for five years free of costs repair/ guarantee and ten years of replacements of different components just like IFB Company we can save huge amount of money used in purchase of equipments and machinery in different govt. Institutions and this money saved can be used to generate employments

A large sum of money is wasted in time and again repair and construction of roads and govt properties by PWD and CPWD if we follow the rules that it should be responsibilty of repair of roads and properties by constructors for atleast five years then we can save huge amount of money to be used for generating employment as in these construction white money is converted to black money by these constructors to pay percentage right from high ups to downstram.

We should maintain a decorum while entering in Railway station premises allowing only travellers even after Covid period just like airports to maintain security of passengers and railway properties.
