National Statistical Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI) has released a Discussion Paper titled “Methodological Improvements in Compilation of National Accounts Aggregates Using Expenditure Approach”. This exercise is part of the preparation for the new series of National Accounts Statistics with FY 2022–23 as the base year, which is scheduled for release on 27 February 2026.

The Discussion Paper outlines the proposed methodological refinements and improvements in the compilation of National Accounts aggregates using the Expenditure Approach, with the objective of enhancing the quality, accuracy, and usability of national accounts data.

Comments and feedback on the Discussion Paper are invited from experts, academicians, government bodies, state governments, financial institutions, users of national accounts data, and other stakeholders. Suggestions may be shared at: ddg3.nad@mospi.gov.in by 7 January 2026.

dThe discussion paper on “Methodological Improvements in Compilation of National Accounts Aggregates Using the Expenditure Approach” is a timely and constructive initiative. Strengthening the expenditure approach is essential for enhancing the accuracy, reliability, and international comparability of India’s national accounts. Firstly, greater emphasis should be placed on improving the quality and transparency of data sources used for estimating consumption, investment, and government expenditure. Regular updating and clear documentation of survey-based and administrative data would improve confidence in the compiled aggregates. Secondly, the measurement of the informal sector requires further methodological refinement, given its significant contribution to the Indian economy. The integration of alternative data sources such as GST records, digital payment data, and administrative databases may help in capturing informal economic activities more comprehensively.
