The Government of India is taking several measures for promoting the growth of the manufacturing sector in India. The Make In India campaign has been initiated with the view of driving investment in this sector by creating an environment suitable for sustained growth of manufacturing, which will lead to all-round economic benefits including employment generation and income growth. The Prime Minister’s Independence Day speech mentioning this can be seen here and his speech at the launch of the Make In India campaign can be seen here.

This requires a number of steps to be taken to ensure that investors are suitably incentivized for job-creation as well as participating in the skill upgradation of the labour force employed by them.

Suggestions received from various Ministries and other stakeholders during Government-level discussions in this regard can be seen here. These suggestions include financial incentives under the Income Tax Act, labour laws, tax incentives and subsidies for skilling of employees, upgrading and improving the employment exchanges, etc.

We invite comments regarding these ideas and suggestions regarding other incentives that can be provided by the government for employment generation in the manufacturing sector. Your suggestions may be provided in the comment box below or attached as a PDF. We request that the suggestions may be explained in sufficient detail with information about the implementation mechanism and the likely impact.

The last date for submission of the entries is 2nd December, 2015.

If we want to encourage employment we need to first see how to encourage manufacturing. The main reason of import from china is cost of production and problems for carrying out production for a short pan or for a specific project or product for a short time. For these issues 1) We can start or encourage local employment office to supply labours to SME's or other sectors even for short tenure, say u register for 20 labours for 10 days & same supplier by emp. office after 2 days.

If manufacturing is to be done under some of the Governments initiative. 1. support to import technology 2. Provision of Land at subsidised rates. 3. provision of skilled labour. 4. Easy, time bound and online process of licensing. 5. Financial support.

Until or unless Entrepreneurship is not encouraged ..it is impossible to generate employment opportunities in a country which has such huge population growth rate. What I mean by Entrepreneurship encouragement is ease the norms and the long procedures which one needs to go through. On a broader outlook Entrepreneurship can be achieved if we come out of the mindset of not taking risk and being service oriented population which does not serve the purpose. Regards

-Last 20 years have seen the most emphasis on education sector. No doubt the percent of literate people have increased to many fold. But what about employment? -Education without employment is like a TEA without a CUP. -Reduce the taxes in all the sectors in which China is giving tough competition so that those companies could survive. E.g Manufacturing cost of Surgical Gloves in India is higher than imported cost from china including transportation cost. How will Indian company Survive then?

1. SSI (particularly in village areas)generate productive employment. Encourage these units by all means. Also eliminate all hurdles/interferences. 2. Tax structure etc. should be such that indigenous manufacture gets boost. We have to stand on our own feet. And we can. Calling NRIs (who thought that India is unsuitable for them) ma not yield much results; also foreigners may not help unless they see their own interest. Pave the way for people who are here to pull our country up.

Small industries must be encouraged (Particularly in village region). Many first generation technocrat entrepreneurs have done wonders. But hurdles kill them. Moreover, a) Banks must lend at much lower interest (It is much more than Car loans). b) So far SSIs were exempt for Excise duty, they were paying only 2% CST for interstate sales. Money might be back later but difficult for SSI to handle even this. As such GST to be exempted for SSI up to at least 1 cr. Also completive adv lost.

approximately 40% wastage of power in industry specially fabrication industry due to use of old transformer technology which can be reduced to 4% by replacing them with inverter welding machine but just replacing wont be enough since these hi-tech machines need regular appropriate service to extend the life of inverters this can be achived by recruiting & training millions of technos all over India converting these huge losses to a employment generation and save precious power
